In John 3:3, what does being "born again" mean?

INQUIRER: Another question. I want to be enlightened about John 3:3 –

Sis. Luz Cruz (LC): "Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God."
Bro. Eli F. Soriano (EFS): What do you want to understand there?
INQUIRER: Regarding being born again. What does it mean? Is it what they call "Born Again?"
EFS: Being born again? In Titus 3:5 -
LC: "Not by works of righteousness which we have done, but according to his mercy he saved us, by the washing of regeneration, and renewing of the Holy Ghost;"
EFS: Being born again starts with washing. "...he saved us, by the washing of regeneration, and renewing of the Holy Ghost;" What is that washing which is also being born again? In Acts 22:16 -
LC: "And now why tarriest thou? arise, and be baptized, and wash away thy sins, calling on the name of the Lord."
EFS: Baptism is the washing. There you are born again. So when Christ clarified that when Nicodemus asked... Let us go back to John 3:3-5, Sister Luz -
LC: "Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.” “Nicodemus saith unto him, How can a man be born when he is old? can he enter the second time into his mother's womb, and be born?” “Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God."
EFS: So when Christ explained being born again, the one who will give birth is not a mother, not a physical woman. But the one who will give birth is water and spirit. That happens in baptism. Because in baptism, man is born out of water. Immersed in water, then born of water, then of the Spirit of God. That is baptism mentioned by the Bible. So, that is water with the Word of God. Words with spirit. Let us read Ephesians 5:26 -
LC: "That he might sanctify and cleanse it with the washing of water by the word,"
EFS: That is washing of water by the word. So, that is baptism. The water cleanses with the Word of God. Being born again takes place then. I Peter 1:23 -
LC: "Being born again, not of corruptible seed, but of incorruptible, by the word of God, which liveth and abideth for ever."
EFS: So water and the Word of God are combined for man to be born. That is being born again. That is baptism, brother. Okay?
